What possible downsides to federalism were highlighted by the Hurricane Katrina disaster? ?

    The MAYOR (D) had a thousand school buses he could have used to evacuate people before the storm hit. He did not do it because if he had then his city would have had to pay for the gas and drivers. So he does nothing and they all get flooded. The Governor (D) could have called up the National Guard and used their military vehicles to evacuate. She did not do it. If she had done it then her state would have had to pay all the bills. So neither did nothing, knowing the feds would declare an emergency and THEY would pick up the bills. That is the biggest downside, problems that could be handled at lower levels are not being handled because it is easier to sit back, let **** happen and let the feds try to clean up the mess.

    The FEMA director The War Criminal W hired had run horse shows, and knew NOTHING about emergency preparedness.
