Can I use either sentence construction to convey the same meaning? Or do you native speakers feel any difference in meaning?

1, He kept screaming while being tortured.

2, He kept screaming while tortured.

    2 is wrong. But also, the whole statement is kind of self evident. What is the alternative? He was screaming in his sleep, but quiet when being tortured? He got wet while standing in the rain....

    It's not a matter of difference in meaning.  ONE IS RIGHT, ONE IS WRONG.  #2 is not a sentence construction.
