    If their flooring is laminate

the sound of them walking wearing shoes

    will echo through the space

between their floor and your ceiling.

You might write them a kind welcome note, adding a polite request

explaining that if they take off their shoes it will save money on carpeting

as the sound echoes?.You can think of the best approach, really. Good Luck.

You should check your lease and see whether they are permitted to install wooden floors - many require upstairs to remain carpeted for just this reason. Your book shelves are not the issue.

Seems very unlikely. I have a totally book lined living room and the additional mass of floor to ceiling bookcases improves the sound insulation.
