Question about British English. If shorts means underwear than which word means shorts?

Shorts does not mean underwear the word you need is pants.

Boxer shorts mean underwear (for men).
Shorts just mean shorts (as in short trousers)

In UK, we do not call inderwear shorts.
We call short trousers shorts.
We call male underwear underpants and female underwear knickers.

UK...pants, US ....shorts (underwear)
In the UK shorts are short trousers , like the ones rugby/football players wear.

In British English, pants are underwear, trousers are outerwear and shorts are short trousers.

Wrong. A certain kind of underwear is called boxer shorts, because they look like the type that boxers wear in the ring.
The rest is underwear.

Who told you shorts means underwear in British? There are boxer shorts, and shorts.
