Why don’t Police tasers always work ?
Seen videos where officers taser people even by close distance and direct skin contact but does nothing. or the perp gets a jolt but keeps moving

The people who it doesn't work on are usually electricians who've built up a tolerance to being electrocuted.

People high on drugs have been known to run over a mile after receiving what turned out to be a FATAL gunshot wound. With the 'fight or flight' instinct in full force, DEATH is the only thing that slows some people down, and that can take time.

People react differently to things. Some people can absorb that kind of thing and not be effected as some other people will. Tasers aren't fool proof. It's the same thing with pepper spray and mace. If a person has previous military experience it's possible that spraying them with pepper spray or mace will have little to no effect on them because they've been trained to be able to still function through those kinds of things. Anyone can train them selves to do that. I imagine some people that have a criminal life style might do that 'for' them selves so they can continue to attempt getting away if they were tased or sprayed.
Another variable is that tasers are battery powered. The voltage they shock the target with depends on the battery's health. If the battery is low on charge the electrical current it sends won't be as effective.

If the person being tased is high on drugs or booze or really out of it mentally, good chance it will not effect him or her because physical or mental condition. Also a person that is bulky from steroids or just physical workout could also not be effected
Same as using a chemical agent on a person in those conditions, all you will do is pi*ss them of more
Also thick clothing where the prong do not make contact with the body

The only time I've ever seen a TASER not work is when one probe misses, one probe doesn't make contact due to thick clothing, or the two probes are less than 4 inches apart. Having the probes too close only causes discomfort in the immediate area, it does not lock up all your muscles. Two probes with good contact and over 4 inches apart will cause involuntary and uncontrollable muscle contraction.

thick clothes. bad contact. defective battery. misses. pain tolerant people (usually drugged).
