There isn't a collective agreement that would make that possible.

Each country makes its' own decision.

It should be in ALL countries.  If a person knows, due to their crime, they will be put to death - then they may think twice about committing a crime to put them self in that position.

Yes. Previously, the withdrawn of death penalty was due to misjudgment. With modern forensics, judgement can be b=very accurate. Then, there is no problem to retroduce the death penalty.

No there have been too many miscarriages of justice and it makes terrorists into martyrs. I do think hard labour should be reintroduced instead of the soft options prisoners receive at the moment.

Maybe for fascists who try and impede on the lives of others. In that case it's self defense.

Not while there is the slightest chance of error and just one mistake is too many, DNA can be wrong and what if it was you? Oh well it's only the odd one - yes the odd one could be you or your Dad.

No, of course not, too many mistakes have been made and 'Oops, sorry, my bad' does NOT bring back someone wrongly executed or minimise the mistake.

More and more American states are getting rid of it, there will soon only be a couple of states that won't give it up, like Texas and Arizona.
