It’s the basketball Hall of Fame not the NBA hall of fame. They take into account other facets of a players career like college and international play.

Because he was a great player, one who shouldn't be penalized because the Cold War kept him from playing his prime years in the NBA.

The Naismith Basketball Hall of Fame used to be strict on which legends are actually deserving of induction to the Hall of Fame before 2010.
Since 2010, the Naismith Basketball HOF seems pretty lax and allow the likes of short-lived prime performers like Tracy McGrady, Chris Webber and Arvydas Sabonis to the HOF.
