The hurt of confusion is a common culprit

    making concentration difficult

az the child cannot fathom what behaviour is okay/not okay,

in general.....and is fearful/ jittery az a consequence of that.

You have not given a lot of detail or background, but there could be many causes, from late nights and lack of sleep, to malnutrition.

Also, a cause that is gaining more attention is traumatic brain injury, which causes inability to concentrate. A childhood head injury, from falling off a bicycle to being punched in the head, can cause brain injury. These injuries are forgotten about later, but can have a long term effect on cognition.
