Could a 20 x 3 inch innertube fit in a 20 x 4 tire ?

Tubes have very little structural strength in themselves, and can often stretch several times their nominal size. If your tube truly is only meant to be used in a 2” wide tire,it’ll have to stretch more than intended. This will make it thinner, and slightly more sensitive to flats, but is generally not an immediate problem.

Most tubes aren't width size specific; they usually have a width size range.   You'll just have to look on the tube and see what is printed on it.
