which weather event includes heavy precipitation, strong winds , and surface air temperatures below 0 degrees Celsius?

    Low Pressure Systems which can be called "coloardo lows", "Alberta clippers", "nor'easters" etc. They are all the same thing, but different based on where they form, and the types of wind direction produced with the different types of systems

    Also you another weather event that can do this is "snow squalls", they aren't attached to either low or high pressure, they can occur in both. Snow squalls occur when the lake is more than 12 degrees warmer than the surface temp, and the squalls are longer than 14km. These squalls can produce very heavy snow, nasty winds, and almost always occur below 0c.

    I say blizzard.  Could be a heavy snowstorm.  The difference is that a blizzard has high sustained winds, low visibility, and a duration of at least several hours.
