    f(x) = utility bill

    f(x) = $5.32 + $0.51/1,000 gal; if x ≤ 4,000 gal

    f(x) = $0.091/100 gal; if x > 4,000 gal

So the price nearly doubles for amounts more than 4000 gallons?
