If a blue disc capacitor on a circuit board is burst open would that make the capacitor faulty,my tv stopped working only standby ?

maybe it was a vdr ... it is an over-voltage protector ... when the voltage goes up it will become a short so the fuse will be blown.
change it with the same type .. are you good at desoldering and soldering?

That blue disc probably isn't a capacitor.
It is more likely an MOV (metal oxide varistor), which is a surge suppressor
(yes, they are built into equipment, too).
It is likely that your power source delivered a surge
larger than what the MOV could handle.
That would have either burned it open or caused it to short,
which is what I think happened.
The short then blew a fuse, probably one that doesn't
look like a normal fuse to the average person.
Remedy: A trip to a TV repair shop.
Cost depends on the shop and the particulars of your individual case,
but it is likely to run in the range of $45 to $100.

Of course it will. Devices are not made with added useless components.
