When buying a business, can you ask seller for a reduced price, but offer a royalty to make up for it?

You can offer anything and it is up to the seller as to whether or not it is acceptable. Be careful not to make an offer so ridiculous that the seller might find it insulting and refuse to negotiate further.

It works that way for products, but not stores/businesses. So no.

You can offer anything you want to.  It's up to the seller to decide whether to take it or not.
