Can my 100% total and permanent service-connected disability be lowered to 90% if my condition didn't improve?

    Depends on who awarded it. Military? VA? If your disability was non-Hogkins Lymphoma for Agent Orange then yes, they do lower it after you have survived a certain amount of time. Your "condition" improved because you survived a certain amount of time, showing the condition is not going to be lethal.

    You would have to address that with the people who are changing your disability rating.

    Sure. 

    There could be more research / analysis of what you are / are not capable of doing that changes your disability percentage.
