    This is more a question of moments.  If the car tips over there is a moment about the wheels on one side of the car due to drag that must be bigger than the moment due to the weight = 110kN * 1.44/2 ( half way between rails).  Moment due to drag is integral of force*distance from 0.91m up to the top of car.
