Is it possible to get Penile Prosthesis surgery if you are young and healthy?

I'm well aware that Penile Implants are designed for impotent men who are typically for men much older than me. (I am 21.)

I have also done my research and I know it would cost me up to $25k or even more, since Medicare will only cover the surgery if it is a last resort treatment for Erectile Dysfunction. 

But it's a procedure I want nonetheless.

Is there a context where a Urologist would perform the procedure on me simply because I want it?

    I think you'd have an extremely hard time finding a urologist/surgeon who would put implants into an otherwise healthy penis.

    However, you may find a plastic surgeon who would do it if you could sell him on the notion that you want it done for "cosmetic" reasons, but I fail to see how one could spin it that way.

    I'm not sure why you'd want to do such a thing... but good luck.
