senza cresc.?

What does this mean generally? (Context is a 20th century concert band piece by Holtz).

Without getting louder?

I've read it means getting louder not in time (which doesn't make sense to me as you're playing in time regardless).

Other instruments are marked for piano at the same time as this senza cresc. marking for a solo instrument, and are indicated to crescendo later (only cresc., not senza cresc.)
