What can "rewards for favors" mean in the context of harassment in the workplace?

These are both somewhat euphemistic in meaning.  "reward" means that you get something you want or that is a benefit to you.  Favor is doing something for someone else that they want or they would see as a benefit for them.  Typically, harassment refers to sexual favors and financial or power rewards (with even the idea that keeping your job is a "reward" although not getting fired is hardly what most of us would identify as rewarding when the price is giving sex).

It is a classic case of this for that, though. You are pressured to do something outside of your work role in order to maintain or improve upon your work role.  The point is that the thing to be given as a favor is not a work-related action, and thus there should not be a work-related benefit or consequence.

It means if the person doing the harassment gets what s/he seeks, those are the favors, and, in return, s/he will provide the rewards which is treatment the victim of the harassment may want or be seeking.
