What is this thing on the corner of my university toilets?

Motion detector for security and safety measures. Not for electric (lights, power outlets)
Depending on age/model, it just as good as a camera. (less detailed images, detect various # of moving objects, creating a map of such objects. Think sonar maps)
Most legal form of surveillance in private areas.
Security measures, assaults in such areas (rape, unauthorized gathering...) paired with cameras outside of areas.

It is a ceiling mounted indoor motion controlled light switch. The part that looks like a "window" is the motion sensor. It will turn the lights on when it detects motion and it will shut the lights off if no motion has been detected after whatever the timer is set to. It is not a camera.

Motion sensor, possibly with a small light. Most are set up so that after a certain amount of time with no movement, they shut off the lights. They also turn the lights on when someone enters the room.

Emergency light, in case the power goes off.

It is most likely a sensor that detects if someone or something is in the area so that it turns on/off the lights automatically.

It does look like a camera.
Maybe it's there to discourage crimes such as rape.
