He'll likely have to return to his nation of origin to undergo processing. But if they use a lawyer and he's able to get a waiver and avoid a ban that may be possible.

HE NEEDS TO BE REPORT TO ICE SO HE CAN BE DEPORTED

Nope. There is no "fixing the papers" of someone who entered the USA illegally.
However, your sister is welcome to go live with him in the islamic paradise from which he came.

He is an illegal the only way he will stop being an illegal and be legal is for him to return home before he is removed then he will be legal in his own country........ with a ban from returning only after that ban is over could your sister then apply and sponsor a spousal visa, which he may or maynot get.........

There is no way to "legalize" any illegal alien, not even through marriage. He MUST return to his country of citizenship. He will be barred from reentry for at least 10 years, based on his length of illegal presence in US, permanently if he has committed any crime. After he completes his bar (unless permanent bar), his US-citizen spouse can petition for his immigration, but his record of violations will always be against him.
Since they will have to prove a committed, enduring marital relationship to qualify for spouse visa, once he returns to his country, he needs to arrange for his US spouse's immigration to his country so that they can live together during his bar. He will have no problem legally bringing in a foreign spouse to a Mideast country, so they can live there together.

if that was possible all illegal aliens that crossed the border would apply for green cards

Yes its possible and he may get one, but it may take him a long time. I do have a friend who's dad came in illegally but founded a church and is now a citizen who helps others get in legally.

It isn't possible.
