If you're going by salary and return on investment, it's Matt Stafford.  Without question.

A close second is Kirk Cousins, but he's still got quite a bit better record, and costs slightly less.

Yeah, the two highest-paid QBs, whose teams have a combined record so far this season of 11-12-1

Phil Rivers for this year. He's terrible.

It depends on the rating system.

QB rating? That's rarely used as a rating system

ESPN QBR? CBS Power rankings? In none of them the popular answers like Cousins or Brady are top 5.

You thought an opinion piece on NFL.com was sufficient "evidence" to backup your own claim. Lol@ you. Also ridle me this, remember that Seattle-Minnesota playoff game played in below zero temperature? Why did the league refuse to measure PSI? Can you guess why?

Most of them. Almost anyone can be a good NFL QB today the way the rules have been modified to aid passing offense.

He's got a stronger arm than any NFL QB. He is a  freak of nature. He had a knee replaced five weeks ago and on Thanksgiving, while playing catch with the family, he threw one 75 yards. Not only that, he's 75 years old.
