Is the ' statement of the cause of Death' the same as the 'Diagnosis'?
Should a physician treat 'statement of the Cause of Death' the same as the 'Diagnosis'?

No. Diagnosis is a guess. Cause of death could be a car crash...or a falling Tower.

Diagnosis: the identification of the nature of an illness or other problem by examination of the symptoms.
Cause of Death: In law, medicine, and statistics, cause of death is an official determination of conditions resulting in a human's death.
Someone could be diagnosed with cancer and dies of a gunshot wound.

Not quite sure what you are asking out of context, but diagnosis and cause of death may not be the same. Diagnosis may be wound infection but cause of death me be sepsis, heart failure, ARDS etc. Cause of death may be something totally unrelated as well, or a consequence of, or a complication of.
