Can a laptop connected to wifi have the same IP as phone (just using data)? Or can two phones using data near each other have the same IP?

    Think of it this way...if 3 houses  on your street had the same street number, how would the mail man know where to deliver the mail?

    The concept is the same with IP addressing for computer networks.

    Each individual device simultaneously working in a network must have a unique ip identifier.

    Nope. In those cases, IP must be different for each device to properly work.

    you see, generally a device has 2 IPs: private IP, and public IP

    -private IP just work inside the LAN, once a data packet goes from your computer to the router (or the device which use NAT), it gets translated to a public IP.

    -public IP is the one your ISP assign you

    something like this:

    so 2 -or more- devices inside the LAN can have the same public IP

    but the private IP inside the LAN is unique to each device INSIDE THE LAN 

    (you can see in the image there are 2 LAN, and they have same private IP ( and and but it doesnt matter because when one data packet goes to the router, the private IP is translated to the public IP

    No two devices on the same network can have the same IP address.

    Depends on which IP you're talking about. Nowadays, a lot of NAT is taking place.

    Basically, every device connected downstream of a NAT device will have a different IP assigned from that NAT device. Every device upstream of that NAT device might only see the IP of that NAT device.

    So, depending on the network topology and where you look, yes. Two devices connected to the same WiFi may have the same IP when seen from outside that WiFi zone.

    Two phones connected to the same provider may show the same IP when seen from outside that provider.

    Two devices using the same VPN may be seen with the same IP from outside that VPN.

    And so on - an IP only needs to be unique inside the same network, spanned by a router/NAT device.

    On the other hand, for IPv6, most ISPs won't bother with NAT, as there are (currently - ask me again in another 20 years) enough unique IP addresses available for every device on Earth.

    If the laptop is connected to the phone's mobile hotspot via Wi-Fi or USB tethering, then they will have the same public IP address since the phone will use NAT (Network Address Translation) in order to have 1 public IP address be used among many local devices.

    If both the phone and laptop are connected to the same Wi-Fi network (like at home or in a coffee shop or other place), again they'll share the same public IP address of that place, but they will have different private IP addresses.

    If the phone is using its own mobile data and the laptop is connected to a home Internet connection or other connection, they'll have different private and public IP addresses.

    2 phones of the same carrier near each other will also have different IP addresses.
