How can I open this type of window?

that looks like the old fashioned sash windows
unlock the toggle and pull the window up to open, if its a bit stiff then rub a candle on the sides of the wood as the wax will lubricate it (dont use wd40)
here is the thing in some of those sash windows the bottom pane doesnt move, its the top pane that you pull downwards to open

Unlock the latch. Put a small spray of WD40 in each corner, wait a minute then raise the window.

You need to make sure that the lock in the middle is completely unlocked. Probably want to turn the latch until it’s all the way to the left. Then you need to pull the little latch on both sides of the windows towards the middle then lift up to open it. If that doesn’t work then try pulling the window towards you to make the crescent shape thing fits into the window groove.

It may be that the latch is not fully opened. If the house has been painted since their installation it may be that the sash has been painted shut. If you move both releases( either side of the sash) towards the center and pull forward the sash should drop forward.

that toggle there looks like a lock. that might be involved
cheap old windows often get stuck and hard to move also
