I'm not sure why you're rejecting the idea of travel- it's really the best and most pleasant way to learn. But- there is an organization called Alliance Francaise that has chapters in most US cities. Google Alliance Francaise yourcity and see if there's a chapter. They have meetings that celebrate French wine and food, and often speakers. They welcome people who don't speak French, and the speakers are often in English.
You could also watch Anthony Bourdain- his show about Iran is amazing!

You can go to restaurants and try some food from European countries. Also, go to movie festivals of different European countries. You could meet some expats from Germany, Italy, Spain, etc. and hang out with them, they will definitely help you experience their culture.

Which European culture are you talking about? In this continent, there is not only ONE culture, since this continent is made up of many countries.
For example in France we don't have the same culture than Italy or Spain, etc... I leave near Andorra and Spain by the way.
Even the food is different.
Short you could study the culture of a country of Europe by reading books, watching videos, etc....
