What could cause my car to have 2-3° neg camber on both front and rear passenger side wheels and 1/2° pos camber on both driver side wheels?

Take your car to a suspension specialist. We are just guessing here.

Since you don't have a clue what kind of car or truck you drive we don't know if the camber is adjustable or not.

The alignment rack isn't level, go to a different shop. It's quite possible the Tech didn't drop the rack on to it's locks, which are supposed to be level but if he was only planning to set the toe he rushed through the proper steps.
