Why culinary foods are difficult to be learned?

Do you mean the cuisine? Everything can be learned, it just takes time.

Escoffier cuisine is pretty much just the roots of food science. It is revered and what you'll be taught in Western culinary schools but it's really just about understanding why it tastes better if you sear it, or why every soup has to start with celery, carrots, and onions.
What would be difficult IMO is Korean royal court food where everything is a sculpture. It's not just a fruit salad, it's shaped like a freaking goose with it's wings spread. Personally, I'm impressed and jealous of the prep staff who can make perfectly uniform dices because I can't. Making a watermelon whale sculpture is light years out of my league.
