Why aren't shooters caught ?

Why are people who post things on the internet or search for ways to shoot up a place caught by seeing what they search before they commit the crime to stop it ?

    It does happen.  More and more reports of how a "mass shooter event" was disrupted by authorities.

    Trouble is there is a huge legal line between thinking or even talking about doing something and taking the actions / steps to making your talk happen.

    It all depends what they post and what they search for.  What should the police arrest someone for who searches for ways to shoot up a place?

    Just by asking this question the NSA has targeted you. The more and more you look up things them ore and more likely you will be a door bell ring with the FBI wanting to ask some questions. People do get caught thousands of them but the media just never reports it.

    Who's going to monitor those millions of users?  Who's going to pay for the people to do the monitoring.  And then who's going to go to court when their first amendment rights are thereby forfeit?
