Why is rent in california $4000 a month?

I assume that what you mean to ask is why are rents so high? A combination of factors. Low property tax rates, wealthy population, good schools, low crime, high paying jobs nearby. Rent isn't high in ALL of California, but that describes the more desirable areas.

Because of three factors.....Location, Location, and Location. Anywhere near the ocean is going to be $4000 or in San Francisco/Bay area. Likewise anywhere near West Hollywood, Brentwood.
Just about every place in the Valley is going to be $2500+. Out in the high desert, $1400-$2000....Not Palm Springs.

The only places I know of that rent for $4,000.00 a month is down by the ocean in a nice town. I see some really nice house inland that rent for that also. Most places rent from $1600.00 to $2500.00 in a half way decent area even in California. $4,000.00 is far from the average rents there.
You're correct. In the bay area it's about $3,000.00 a month for a single, then another $250.00 to pay for parking. It's only $1600.00 a month for a single or one bedroom in not the greatest of areas.

Really depends which city you live in.
Southern Cal is more expensive than Sacramento.
Find a $4k rental in compton...go ahead and try.
