Will a Revocable Transfer on Death deed allow the heirs to pay the same low Prop 13 taxes on the house in California?

    No.  The transfer of ownership will give the county property assessor good cause to reassess the property value, potentially increasing the property taxes.  That being said, the assessor would have to put forth a greater effort to evaluate the property value because they are not doing so the benefit of a sales price, so it may get skipped.
