Here, the sentence is about using a password manager to be able to use strong password without having to rack your brain every time you need it.

To create stronger passwords, without racking your brains, I recommend the use of a password generator.

I would think it mean something like hurting your head by trying to memorize all the passwords. Many things are not directly translatable.
