Is a bartender legally obligated to tell a customer if he sees someone drop a roofie in their drink ?

    Yes and the bastard who did it has to be reported to the police.

    It's not likely a bartender would notice, but if he did, yes, indeed, he has to warn the prospective victim.

    In my State a bartender is legally obligated to report any "tampering" which he/she witnesses.

    If you see this happen, I hope you would warn the patron.  What he or she does with the information is another matter.

    Everyone is legally obligated to report this. It is everyone's responsibility to report illegal crimes.
