Can popular sovereignty continute if the population stops voting to any degree?

    That depends on whether they stop voting due to apathy, lack of education, or voter suppression.

    Sure. Highly probable the non-voters split at the same proportion as the voters. Or, if a state (by polling) splits 80/20 1/2 of the 80% need not vote, and they will still get the government they want.
