In truth it is based on children need a education. In the U.S. it was 9 years of age you could marry. Till 1900. Then it was raised to 13. As children need a education then 16 today for most 18. Were I live it is still 13. As long as no more than 3 years age difference. till age 18.

Because teens are not ready to handle that responsibility.
There are also laws that restrict the rights of those under 21 as well, such as being able to marry.

I would like to think that, at least in this regard, we are smarter. The brain isn't fully developed before age 25 and the younger a person is when they marry the more likely it is that they will divorce.
Also most women no longer expect to marry and be supported by their husbands. They work outside the home. They are more independent. They don't NEED to marry for financial reasons as much as they did before the 1970s when women's lib took off.

a) I am assuming you are talking about America.
b) The state laws vary between 17,18 and 21 as normal minimum ages for marriage with legal exceptions taking some to 14 as a minimum.
c) It was only 40 years or less that normal minimums were as low as 14 and some had exceptions that took it to 12.
d) In other countries the legal minimum age for marriage varies from 12 to 18 with some legal exceptions. One pr two countries have no minimum age for marriage but have a condition that sex is illegal outside of marriage.
Cultural, religious and moral values change over the years and what was considered normal age for marriage in the past has GENERALLY risen throughout the world.
Also, as people become more educated, they delay marriage for further education and careers.
