Is a Canadian Citizen allowed to marry an individual from the Philippines that has only a visitor's Visa? ?
The person from the Philippines has a full time job back there ATM if that matters.

If you wanted to marry, you needed to apply for their spouse visa PRIOR to entry to Canada. You must meet earnings requirements to prove you can support yourself & spouse (plus any dependents you may have). You must also have additional cash savings/investments (amount varies by province), and a home in Canada suitable for you & your spouse.
Expect there is NO chance of adjusting status from tourist to spouse while your new spouse is in the country. The spouse returns home to their own country & waits for you to file. Visa interview, etc, will take place at the Canadian consulate nearest their home. Do not be surprised if it takes 3 years or so for your spouse to get a visa to enter Canada. After all, tourist visas are not for the purpose of marriage. That's technically a visa violation, intent to remain, which can get them permanently barred from Canada.
Of course, your Philippines spouse can return home & you can join them. Spouse visas in Philippines have no quota and are easy to obtain. So you two can live in Philippines easily. It's a lot warmer there, too, and the beaches are great!

YES Canadians can marry those from the Philippines.
Getting married does not also give you some special immigration status, a change of Citizenship or the right to live in the other country of your spouse.
Being married just makes you a spouse.
The marriage law of the place you marry is the law for marriage. In Canada that law is different from province to province.
VISITORS that lie to Immigration when they arrive can have serious issues .
Most VISITORS are VISITING.
Moving in with your spouse is an immigration issue.

You are allowed to marry anyone you like but in some countries like UK they check if the marraige is legit or a fraud

A Canadian citizen, or any citizen for that matter, is allowed to marry a Iranian serial child rapist and murderer who is on death row awaiting execution. Thus, getting married to a hot chick or Ladyboy from the Philippines is not a problem. In fact, the Philippines is a great country to retire in!

You are welcome to marry them but for them to live in Canada you have to sponsor them for a spouse visa.
You need to check with Canadian Immigration to see if they can change status in Canada after the two of you marry or if they have to return to the Philippines to wait while the spouse visa is processed.
