How can I obtain an out of state driver's license without moving?

    You can't live in one state and obtain a driver's license from another state.   The only exception to that rule is if you are active duty military, active duty personnel can reside in any state in this country and continue to hold a driver's license from their home state.

    Rent a dwelling in the new state. In 6 months, show them the utility bills. Beware that you cannot  have licenses for 2 different states any longer than 30 days. One Must be turned-in.

    You can not.  Yo can only get a license in a state if you are a resident of the state.

    • That only takes, in most cases, showing utility bills in your name for 30 days-6 months, depending. You do not have to "live" in the new state. Just cant have DLs for two different states longer than 30 days.

    It doesn't matter, because you wouldn't be able to use it anyway. To drive, you must have a license from the state where you live. You are not allowed to drive without a license from the state where you live, even if you have a license from another state. A license from a state where you do not live is useful only as an ID, and you can get a non-driver ID (from the state where you do live) more easily and for less money.

    You can only get a drivers' license in the state where you reside.

    • Can Live in CA but be an AZ or NV resident. Perfectly legal to rent or live in hotel or even Buy  in CA all year, but my ID and DL must be from AZ or NV. In which case, Id have to pay utilities for that residence in AZ or NV  at least 6 months.
