    Nope not really although she can try and influence whoever is head of the House Ways and Means Committee.  Changes in social security law are initiated by the House's Ways and Means Committee.  If the House passes any changes in SS law then it goes to the Senate before going to the President for signature.

    Whichever political party is in the majority has the most influence since the head of the committees are members of the majority political party.  Normally Democrats do not initiate negative changes in SS law.

    The speaker has influence on social security. 

    Trump said he wouldn’t cut Medicaid, Social Security, and Medicare. His 2020 budget cuts all 3.

    Not explicitly.  She can call up SSA and scare them into giving her answers or looking into some specific issue, but she has no real power over them unless congress as a whole acts.  But they'll respect her and jump to her requests because they know she's an influential congressperson.

      The social security administration enacts changes in law passed by Congress/President. SS does NOT and cannot change SS law.
