Can Puerto Ricans vote in USA Presidential elections?

Like can they vote for Trump or a Democrat in the 2020 election?

    They can vote in primaries and send delegates to the conventions but they don't vote in the national election. So, yes, in theory Puerto Ricans could vote for Trump in a 2020 GOP primary (as if any of them would).

    To expand upon Cloud's answer, a native of Puerto Rico can vote if he/she relocates to a permanent residence in the 50 US states. 

    PR is not a state but residents of Peurto Rico are US citizens.

    nope.. They have citizenship, but only mainland citizens get to vote (i.e. actual states).
