Is it acceptable for a teacher to touch the shoulders and hands of his 16-17 year old female students?

Shoulders, certainly; hands could be a bit doubtful. It depends WHY he's touching their hands.

But as usual there's no context in the question. In some contexts it would be absolutely fine; in others, totally not.

As long as they only touch shoulders l and hands that’s okay, unless they’re making people uncomfortable. Do they touch adults and boys the same way?

Going to second wobafetty.  People looking to sexualize everything is a serious problem.  Sometimes physical contact is just that.

Well obviously that depends on intent. Teachers might put their hands on shoulders to look over at students work, hand touching could be a literal accident. This world is scare mongering adults in being shamed for even trying to help the younger generations succeed in life.
