What do you classify a species that is likely to become endangered if the factors that make it vulnerable are not reversed?

Generally, when a species numbers have declined they are designated with a protected species prior to being considered endangered. This is usually the case with animals that are hunted or fished for. In addition specific areas may be designated as "essential habitat" in order to preserve the habitat so that the species in question is not negatively impacted any further.
