can I use the tv audio out with surround sound?

The simple answer is yes..
What is going to produce the "best" sound is another question depending on a lot of factors and variables...Most people will have to customize sound quality for their particular situation; equipment; speakers, room and preference.

If the output you are suggesting from the television IS at least a four discrete channel output, delivering four discrete, and therefore surround, output signal paths, then yes. Otherwise no. However, your amplifier or preamplifier solution might include the ability to synthesize a surround, or rear presence output. check your manuals. If you mean to be asking if most surround amplifiers will also reproduce a stereo or monaural signal correctly, then yes, most will.

That would depend on whether or not your specific devices have compatible inputs/outputs. Since you chose to NOT specify what gear you have, no one here can even guess.

Maybe, if you do it according to the instructions in the Owner's Manual.

Maybe. Too vague a question. Read the manuals for both.
