Are you replacing the rim, you need to measure it. If you are not sure how, take it to the shop.
Now if you are asking, what size bike should you buy, it depends on your riding situation. City commuting, usually 700C or a 26" one of those are common on most commuter cycles.
Trail riding, 26" is still the most common, there are 27.5 and 29", but those are new, rare, and for some riders, just too darn big

With very few exceptions, the best and easiest option is to get the size rims the bicycle frame and fork is made for.
If you don’t know that, bring the bike to a shop and have them help you.

Well gee...don't ya think it would've helped to add a little DETAIL to the question? 🤔 You talking about a road bike, a mountain bike, a beach cruiser...what? And if it is a mountain bike, 26" rims, 27.5" (650B) or 29'er rims?
Here's a really wild idea. Type into Google these two words + your zip code (postal code in the UK) or name of closest large town. "Bicycle Shop"! Example bicycle shop 63304 https://www.google.com/search?source=hp&ei=FRm3XeS...
Google will even supply a map of all the locations close to you. AMAZING! No one can answer that question based on such little info.
