Can cookies previously stored on your PC be grabbed/leaked while using incognito mode in addition to a VPN?

While using a VPN (adhering strictly to all copyright laws and certainly NOT downloading music files, of course...) It seems it is commonly recommended that a person uses incognito mode, as new cookies won't be stored on your PC... BUT what about cookies that were stored on your PC BEFORE using a VPN/Incognito (in addition to script stoppers ect.)??? Can those be a vulnerability/ liability to be leaked?

    Anybody? Don't be bashful...

    I ask because I have some passwords and autofill data I use very often stored somewhere in that big mess of cookies and I'd rather not toast them if given a choice.
