Let's say it is Hot.  Now shut that off and try a different HOT tap.  Is that normal flow?  If it is, then the problem is in the tap.  If it is also low, then try a third if you have it(I have 6 hots) when I count the laundry room...downstairs bathroom and shower.

So, you figure out which is the problem.  If all the hot water taps are weak, then check the tap that feeds the cold water pressure from the meter.  There is a tap there(though if that is partially off it should affect cold just as bad as hot.   If it is just hot then there normally is a tap between meter and the hot water tank and that may only be partly on.   If all water supply is low, then UTILITIES could be working on your water lines on the street.  Phone your water utility to see if any work is being done that would affect you.   They normally send out notices when pressure is going to be disrupted for some service work, or there is some other issue happening such as a house fire and the fire trucks are using the fire hydrant to put out the fire.  So temporarily you are low on water.

Remove the filter at the end of the spout and clean it.

It's probably an air lock. Connect a hose between a mains tap and the one showing low pressure and turn both on for a few seconds.

There is usually ANOTHER valve below the one you are talking about, maybe this second valve is partially turned-off ........................
