why do people define maturity based on outside life experiences when maturity in my view is more based on personal and mental development?

Update:

I know plenty of people with kids and spouses that are irresponsible and mentally childish

    There's personal maturity and then there's functional maturity. One can be a Zen master in their own mind but still not be able to function out in the world amongst other people.

    Personal and mental development come from life experiences. Some of that would be education.
