Should there be a government agency that's tasked with automating parts of the government, in order to reduce costs?

    Actually there is such a department. It was formed years ago with the goal of reducing the paperwork in government by digitizing most of the records. Check this:

    "The OCIO is responsible for overseeing the paperwork reduction process. Requests for information collections subject to the PRA must be announced for public comment in the Federal Register, reviewed by the OCIO, and approved by the Office of Management and Budget (OMB)."

    In other words one has to create a whole lot of paperwork to reduce the paperwork.
