Who decides where a sexual assault court trial will be heard? ?

Jurisdiction is based on the residence of the victim in some States. In other States jurisdiction is determined by where the assault happened.
If it's a higher Court case (State or County Supreme Court) it would be held wherever in the County/State that Court is located.

A judge makes that call.

In most cases it's the defendant who decided which jurisdiction in which to commit the crime. Other than the irregular, high profile case that might get moved for the sake of finding an untainted jury, trials are usually conducted in the same place where the crime occurred.
