is there anyway to use free wifi as my private wifi hotspot?

i am trying to use google chromecast, but it can't connect to those free wifi directly. so i need to set up a private hotspot first.

but it seems that i need to use cell phone's data in order to set up the hotspot.

is there anyway to "convert" free wifi to my private wifi, so i can use chromecast, etc?

    I don't believe you can do that. If I remember correctly, you can share the Wi-Fi network your phone is connected to through USB tethering on a PC, but it will not work on a Chromecast.

    NO. You can not do that. Avoid those free WIFI hotspots. Hackers love them.
