Why are overnight lows lower in coastal Southern California than in Florida, during the summer?

Is this because the water temp is lower off of California than in Florida?

Yes, primarily. The Gulf of Mexico water is really warm compared to the Pacific off SoCal. The Gulf is bathwater warm in summer.

That, and the fact that California is farther north than Florida.

Yes, mainly due to the water temp (since the current along the west coast is coming from the north). The lower water temp also leads to less humidity in the air which means wider temperature swings from day to night.

'humidity' doesn't mean what you think it means
