Recently started a 2 year contract ...but not happy with phone. how can I change to another phone without penalty charges?

    You would need to immediately go to the store to see if you are within the exchange period.  Otherwise you are stuck.

    It depends on your contract and they should have told you how long you have to turn it in and how much the restocking fees are.

    Recently, meaning 2 days ago, three weeks ago, 2 months ago?

    And according to said contract, how long can you return a phone before having to pay an early termination fee (ETF)?

    Did you bother to read the contract before you signed it? Some carriers will let you return the phone and service within 15 days after you sign the contract without any ETF. I don't know what carrier you have, so I can't tell you whether or not you can change carriers without the penalty.
